Here's an update to the Kansas noise limits from another boater that was directly involved with overturning the noise limits. Sounds like Steve will be allowed on Perry this summer after all 
It is now appropriate to post a new thread to formally thank everyone that supported Dave and myself as we confronted the lawmakers of the Kansas House, Senate as well as Kansas Parks and Wildlife to convince and persuade these legislative and state controlling bodies to change Kansas Statute 32-1120. We, as a group of concerned boat owners ( and yes we proved we were committed and organized) became a combined public voice that really made a difference. Between the newspaper articles in the Lawrence Journal World (this hit the AP news wire which was news in many Kansas newspapers, radio
news, talk shows and several TV stations through-out Kansas) and the front page article published in the local event section of the Kansas City Star, undoubtedly got the attention of many lawmakers. To all the boat owners that wrote( or E-mailed) their local Representative to change or repeal 32-1120(some of these concerned citizens had no concerns with the noise level of their boats, but spoke out anyway)you also helped create a public voice that could not be ignored by the directors of KP&W or our legislative elected officials. And to all who attended the House and Senate subcommittee meetings, a special thanks is duly in order. The operators of both marinas(Brian of Lake Perry Marina and Dennis of Rock Creek marina also contributed greatly to this cause. And finally to Ann Mah, Kansas House Rep. District #53
Topeka, well.... we would not have come even close to what was achieved with out her help and support(she went out and signed 5 House co-sponsors to our original House bill HB2679. This was primarily no noise cap in the day except around the marina's and then between the hours of 9pm to 9am, 90 db at 50'. This would be the equivalent to almost 95db using J2005 testing standards. HB2679 was compromised to the new 2008 noise statute).
This a summery of what was accomplished.

60 days to make changesKansas is now the second most lenient state in the country with a full time noise law(Texas also has 92db/J2005).
The 2008 Kansas noise law will become effective 2 weeks after the Governor signs the Bill.
A word to the wiseFirst; Be courteous in and around the Marina's. Don't "hot dog" or rev. your boats engine (or engines). Some people find it annoying.( if it's after dark and your a twin engine boat and you know your on the loud side, drop one engine and only start the second for maneuvering purposes. This will drop your noise level by 3.0 db
Second; If you are running a performance engine (above 425 hp you should run some type of tip muffler on your thru hull exhaust. Most stock engines (425 hp and under, single engine)with wet type collectors should pass in Kansas.
And finally, Respect our water patrol enforcement officers. They are there to help protect us, and keep things safe. I should also mention that after speaking with Dan Hasklet, Director of operations KP&W for over 2 1/2 hours working out the details of the 2008 noise law, KP&W wants to (and I believe will )work with us concerning the noise level of most factory boats.
