i have a 200 268 merc cruiser 5.7 carburated with only 180 hours on engine.it will only start on second crank ,but i have noticed black smoke after start up is this normal ???

Sounds like it is time for a carb rebuild/replace. The low hours is actually a bad thing when it comes to the carb because it is sitting so long between use allowing it to gum up and seals to dry.
