Have your dad look into the Zephyr Hills area. My inlaws have a place down there in Rainbow Village.  I will find out the park phone number and let you know.  Zephyr hills is about 40 or so miles from Tampa.  There are tons of parks down there in that area.  Do you have my cell? check your PM's.

Tampa/Sarasota is on the West coast of Florida, but the west side is better anyway.

 We live in the Bradenton (Sarasota) Encore RV Park and they have tons of mobile homes for sale right now. I'm sure they would have something to rent also. Be prepared to pay a premium though as Jan/Feb are the two busiest months. Sarasota is a great area to spend the winter and the people in the park area great. We have been coming here off and on for the last 7 years.
